City Administrator

The City Administrator is responsible for implementation of policies established by the City Council, and for providing direction to City departments.

 

The City Administrator is appointed and serves under the direction, supervision, and authority of the Mayor.  The City Administrator is the executive and liaison officer for the City.  This position directs the administration of city government and leadership in both short- and long-term goals, including the city’s budgeting process.  Under the Mayor’s direction, the City Administrator manages and coordinates city operations to ensure efficient and effective delivery of services for the City of Cheney.  The City Administrator works with the City Council in implementing legislative policy. 

Arlene Fisher has over 31 years of government experience and was appointed as Cheney’s City Administrator in January 2008.  Before coming to Cheney, Arlene was instrumental in establishing the City of Liberty Lake in 2001 and worked for the City of Liberty Lake until December 2007.  With over 23 years working for State and U.S. Federal Courts, Arlene finds municipal work the most rewarding.  “My passion is people, which drives my desire to serve, my desire to be a part of the solution, and my desire to make a difference every day.”

Arlene has a Master’s Degree in Public Administration and a Bachelor’s Degree from Eastern Washington University.  She has also received the Credentialed Manager designation from the International City/County Management Association.  To receive this credential, an individual must have significant experience as a senior management executive in local government and demonstrate a commitment to lifelong learning, continued professional development, and high standards of ethics and integrity.  

Arlene and her spouse, Rich Maurer, are residents of Cheney and have four grown children and two grandsons.  Arlene and Rich enjoy spending their free time with family--especially their grandsons--traveling, hiking, and bicycling around the Inland Northwest. 

Rich and Arlene's newest hobby is competition barbecuing.
