The mission of the Finance Department is to provide responsible fiscal management and reporting of public funds for citizens of the City of Cheney through recognized accounting principles.
The Finance Department has a staff of ten employees with collectively over 100 years of experience providing excellent customer service to our citizens. The department is responsible for the following functions:
Accounting: The City of Cheney Finance Department accounts for over $20,000,000 annually of revenue and expenditures between 35+ individual funds. Governmental accounting and presentation of financial statements is governed by the Governmental Accounting Standards Board. The City of Cheney is audited annually by the Office of the Washington State Auditor. Following the audit, the State Auditor releases an audit report and opinion on the annual financial statements. The most recent report available is the Audit Report for 2011. Other years' reports can be accessed at the Washington State Auditor's web site.
Budgeting: The City of Cheney City Council adopts an annual budget. Budgeting preparation begins in July and there are numerous opportunities for public comment during at least four (4) public hearings held before final adoption. The City of Cheney encourages input and comment from our citizens.
Treasury Management: The Finance Department is responsible for the collection, revenue assignment, investing, and disbursement of all City of Cheney funds. All excess funds are invested in Washington State authorized investments to obtain the highest yield at the lowest risk.
Accounts Payable: Invoices are processed twice monthly and are approved for payment at every regularly scheduled City Council meeting. The City of Cheney has implemented numerous controls over purchasing and payment to ensure all assets are accounted for in a timely and proper manner.
Utility Billing and Collections: The City of Cheney offers four utilities for our citizens: electric, water, sewer and solid waste. The City Council approves all utility rates through a rate resolution. Please use the links below to access the individual utility rates.

Utility Tax: All utility charges are subject to utility tax at the following rate:

Residential Street 4%
Parks and Recreation 4.75%

Charges and Fees: All rates and fees charged by the City of Cheney have been approved by the City Council. Please see the current governmental fees resolution.
Hotel/Motel Funding Application: Award of Hotel/Motel funds are made by the appointed committee twice annually. To apply for funds, you may download the Hotel Motel Tax funding application.
