- Application for Binding Site Plan
This application shall apply for divisions of commercially or industrially zoned property; divisions of property for the lease of manufactured homes or travel trailers; and divisions of property if the improvements constructed thereon will be included in one or more condominiums. (CMC 22.27.020) This application must be submitted to the Planning Department, 112 Anderson Road, Cheney, Washington 99004, and must be accompanied by a non-refundable application fee of $580.00, a completed SEPA checklist, and payment of Environmental Review fees.
Filing costs are also payable at the time of recording. Acceptance of the application and fees does not guarantee approval.
- Application for Short Plat
A short plat (or short subdivision) means the division of land into four or less tracts or parcels, any one of which is less than five acres in size. This application must be submitted to the Planning Department, 112 Anderson Road, Cheney, Washington 99004, and must be accompanied by a non-refundable application fee of $450 plus County recording fees. Acceptance of the application and fee does not guarantee approval of the short plat.
- Cheney Register of Historic Places Nomination Form
Any building, structure, site, object, or district may be designated for inclusion in the Cheney Register of Historic Places if it is significantly associated with the history, architecture, archaeology, engineering, or cultural heritage of the community; if it has integrity; is at least 50 years old; or if it is of lesser age and has exceptional importance, and if it falls in one of the categories itemized in CMC 19.22.110. This form is for use in nominating or requesting determinations of eligibility for individual properties or districts.

- SEPA Environmental Checklist (PDF)
Cheney Municipal Code Title 10 contains the City's SEPA procedures and policies, and is intended to be usedin cnjunction with the State Environemtnal Policy Act (SEPA), RCW 43.21C.120, and the SEPA rules, WAC 197-11-904. A SEPA checklist is required to be submitted for many types of land use and development actions. - Application for a Change of the Comprehensive Plan
The Comprehensive Plan is designed to guide the city for a twenty-year planning period. As years go by, better information or changing circumstances may require a change or amendment of this plan. Periodic review allows for evaluation of the changes and dynamic nature of growth in the community.
Applications to amend the Comprehensive Plan will be accepted between March 1, 2006 and April 17, 2006. The application must be accompanied by a non-refundable application fee of $730, along with a SEPA (environmental) checklist and associated fee of $110. Acceptance of the application and fee does not guarantee approval of the comprehensive plan change.
- Application for a Conditional Use Permit
A conditional use permit may be issued for certain uses in locations where the uses may not be detrimental to the neighborhood depending on the unique characteristics of the land use, the site and neighboring land uses which, due to their nature, may be expected to have detrimental effects on neighboring properties, but which may be compaible if subjected to certain conditions. The Planning Commission has jurisdiction in granting or denying all applications for conditional use permits. Approval of a conditional use permit shall pertain only to the specific use and property for which application was made. Such granted permit does not apply to the applicant for use on any other property under the applicant's control. (CMC 21.58)
This application must be submitted to the Planning Department, 112 Anderson Road, Cheney, Washington 99004, and must be accompanied by a non-refundable application fee of $450, and along with a SEPA (environmental) checklist and associated fee of $110. Acceptance of the application and fee does not guarantee approval of the conditional use permit.
- Application for Preliminary Plat Approval
This application must be submitted to the Planning Department, 112 Anderson Road, Cheney, Washington 99004, and must be accompanied by a non-refundable application fee of $790.00, a SEPA checklist, and associated environmental fees. Filing costs are also payable at the time of filing. Acceptance of the application and fee does not guarantee approval.
- Application for Final Plat Approval
This application must be submitted to the Planning Department, 112 Anderson Road, Cheney, Washington 99004, and must be accompanied by a non-refundable application fee of $580, plus County recording fees. Filing costs are also payable at the time of filing. Acceptance of the application and fee does not guarantee approval.
- Application for Planned Unit Development (PUD)
This application is supplemental to any Preliminary Plat Application which calls for designation as a Planned Unit Development. Application will be submitted to the Planning Department, 112 Anderson Road, Cheney, Washington 99004, and must be accompanied by a non-refundable application fee of $730 plus a subdivision fee, if applicable. Filing costs are also payable at the time of filing. Acceptance of the application and fee does not guarantee approval.
- Application for a Variance
In limited situations, certain provisions of the subdivision or zoning codes may be modified or varied in conformance with the provisions of CMC 22.28, provided that the granting of the variance will not be detrimental to the public safety, health, or welfare or injurious to other property.
This application must be submitted to the Planning Department, 112 Anderson Road, Cheney, Washington 99004, and must be accompanied by a non-refundable application fee of $450.00. Acceptance of the application and fee does not guarantee approval of the variance. See page 3 of the applcation form for important additional information.
- Application for a Zone Change
This application must be submitted to the Planning Department, 112 Anderson Road, Cheney, Washington 99004, and must be accompanied by a non-refundable application fee of $730.00, a SEPA checklist, and associated environmental fees. Acceptance of the application and fee does not guarantee approval of the zone change.
- Critical Area Checklist
This checklist is intended to help the City of Cheney in its decision-making process with regards to Critical Areas -- wetlands and environmentally sensitive areas -- found to be located on a site intended for development. The information provided, when combined with a site inspection, will allow the City to make an informed determination as to whether or not critical areas are present on the site, and whether or not the proposed activity will impact those critical areas.
- Manufactured Home Siting Application
This application must be submitted to the Planning Department, 112 Anderson Road, Cheney, Washington 99004, and must be accompanied by the non-refundable $100 application fee. Acceptance of the application and fee does not guarantee approval of the permit.
