Public Works Permits

Any construction work occurring within the City’s right of way requires a permit authorizing such work.  Examples of such work include the installation of curbs and sidewalks as well as excavation work such as for the installation of underground utilities, and the improvement of an existing City Street or the construction of a new City street.

Application for Utility Permit
Along with completing this form a construction drawing must be submitted for review.  This form covers the following permits:

  • Right of Way Excavation (CMC 12.44):  Prior to any excavation in the City right of way an excavation permit must be obtained.
  • Curb and Sidewalk (CMC 12.20):  Prior to any curb and sidewalk construction or replacement a permit must be obtained.
  • Access Connection Permit (CMC 12.62):  The City permits ingress and egress onto the City’s streets through the issuance of an access connection permit.
  • Street Improvement (CMC 12.46):  All improvements to City streets or alleys shall require an approved permit.  Any proposed cutting of asphalt in City streets shall follow the Spokane Regional Cut Policy.
  • Right of Way License (12.38):  Use of the City right of way for the installation of fixed objects is permissible under certain conditions through the issuance of a right of way license.

The signed permit must be on site at all times.  Along with the permit the City shall provide the developer with a Special Provision for Permits check list.  The check list is a set of provisions the developer must abide by to obtain final acceptance of the project.
