What's Happening: 

Cheney's Comprehensive Plan is the document that leads nearly all policy and budget decision-making, and it's due for an update.  To begin the process, we need your help in developing a new "vision" for the community -- what should Cheney be like in 20 years?  What goals should be set for issues like the environment, transportation, land use, parks, housing, or downtown?

Cheney has experienced significant growth in recent years and more growth is expected. The State Office of Financial Management estimates we should plan for another 3,000 people over the next 20 years. Our Comprehensive Plan and Zoning Code have served us well in the past, but it is time to reexamine our goals, strategies, and regulations.

The rewriting of the Comprehensive Plan has begun with the Community Development Department staff going to meetings in the community to answer questions and get feedback on the citizens’ vision for the future of Cheney. From these 20 to 30 meetings, the staff will write a vision statement that will be publicized and then revised to reflect additional citizen comments, with the help of an appointed Citizens' Advisory Committee. From the vision statement, goals and strategies will be developed and the Comprehensive Plan will be written.

The timeline for the Comprehensive Plan rewrite is one year and during that time there will be many opportunities for citizen input, including 3 open houses. Before the Comprehensive Plan is completed, work on the Zoning Code will begin. The first step in that process is forming a technical advisory committee which will look closely at development in Cheney and determine what development types are preferred, and which types carry out the goals of the Comprehensive Plan. This process will also allow opportunities for citizen input, including 2 open houses, and is forecasted to be complete by the end of 2010.
