Scholarship Information

Requests for City of Cheney recreation program scholarships may be made to the Cheney Outreach Center during the following times:

Mondays: 4:00 to 6:30 p.m.
Wednesdays: 8:30 a.m. to 2:00 p.m.
All other times:  Please call and leave a message, and Outreach Center staff will get back to you as soon as possible.


Resident and income guidelines do apply. Call ahead to learn what documents will be needed.

Cheney Outreach Center also offers free information and referrals.

Direct emergency assistance for low-income people including the elderly, ill, and disabled may be available depending on current funds, and will require one to complete a file with Cheney Outreach Center.  Please call to see what documents you may need to bring in.  Direct emergency assistance includes utility bill payment assistance, rent payment assistance, medical prescription cost assistance, bus passes, and gas vouchers for those who need to get to work or an appointment.  Employment and appointments will be verified.  Gas vouchers require a current driver’s license, registration, and proof of insurance.  The insurance company will be called to verify the insurance is current.  Proof of residence in our service area is required for all direct emergency assistance.

Cheney Outreach Center also offers three children’s programs:  scholarships for parks and recreation activities, school supplies, and Christmas gifts for children.  As with other assistance, these programs require residence in our service area as well as other documentation; call to see what is needed.

Vouchers may be available for food, household, and personal needs.  We also have hygiene items available.  When applying for assistance, you have the right to be treated with dignity and respect, with no discrimination based on race, sex, religion, color, family status, national origin, or disability.  Outreach complies with Section 504 of the Rehabilitation Act and Title VI of the Civil Rights Act of 1965.

Cheney Outreach is a coalition of the following Cheney churches: Cheney Congregational, Church of the Nazarene, St. Paul’s Episcopal, Fellowship Baptist, Emmanuel Lutheran, St. Rose of Lima Catholic Church, Cheney United Methodist, Amazing Grace, Cheney Community Church, and Cheney Faith Center. Cheney Outreach is also supported by a Spokane County Community Development Block Grant, the Salvation Army, Washington State Employees Combined Fund Drive, and other corporate, service club, and private donations.
