The Light Department is currently deploying the new Tantalus Meter Reading system which includes the replacement of old Itron meters with the more advanced and capable Itron AMI electric meter. GenPac is the only provider for Itron meters to the public power market in the State of Washington, and qualifies as a sole source provider. The Light Department is requesting authorization to purchase 1,440 Itron AMI electric meters from GenPac as budgeted.
The City contracts with Parametrix for city engineering services. The city wishes to have Parametrix perform preliminary engineering services for the design of the Clay Street from 4th Street to 6th Street, and 6th Street from Clay Street to N 2nd Street Overlay Project. A TIB Consultant Agreement is required for grant funding reimbursement.
2022-2025 International Brotherhood of Electrical Workers Local #77 Labor contract with wage, benefit, and other language changes.
The Washington Street SR 904 to W 6th Project consists of roadway and sidewalk preservation measures on Washington Street from SR 904 to W 6th Street. The City received a $ 420,300 grant which pays for 80% of the estimated improvements. Parametrix Engineering was selected to provide city engineering services for this project. A Local Agency A&E Professional Service Consultant Agreement is required for grant funding purposes. The Agreement is currently being reviewed by WSDOT and would be conditioned upon the agreement of WSDOT approval.
The City received federal funding in the amount of $ $ 420,300 under the Surface Transportation Block Grant (STBG) program. The grant is 80% federal dollars for street preservation on Washington Street from SR 904 to W6th Street. Obligation of this grant requires a Local Agency Federal Aid Project Prospectus between the City and Washington State Department of Transportation.

At the Planning Commission Meeting on January 10, 2022, the Commission recommended to send the ordinance as is to City Council.
WSDOT conducted a traffic study and has given preliminary approval to reduce the speed limit on SR 904 from 45 mph to 35 mph from mile post 9.41 (west of Presley Drive) to mile post 10.66 (existing 35 mph zone. Since the speed limit reduction is within the City of Cheney, passage of an ordinance or resolution is required to move forward with the reduction of speed limit.
This 2022 Salary Ordinance includes salary increases agreed upon in the IBEW collective bargaining agreement.
