21-002 - Resolution E-877 - 2021-2022 City of Cheney - Cheney Police Guild Labor Contract

2021-2022 Labor Contract with the Cheney Police Guild.  Contains a 2% COLA for 2021, which was fully funded in the approved 2021 City of Cheney Budget.

21-006 - Resolution E-880 - BNSF Fiber Optic License Agreement

City Council deferred this agenda item to the January 26th Council Meeting. The BNSF License Agreement is a 25-year agreement for the City to install and maintain fiber optic under BNSF rail lines as part of the Cheney Purple Pipe Project.  License Agreement is an eligible design cost.

21-007 - Resolution E-881 - BNSF Water Main License Agreement

City Council deferred this Agenda item to the January 26th Council Meeting. The BNSF License Agreement is a 25-year agreement for the City to install and maintain a water main under BNSF rail lines as part of the Cheney Purple Pipe Project.  License Agreement is an eligible design cost.

21-010 - Resolution E-884 - ACCESS Contract for EWU

EWU PD would like to enter into an Interlocal Agreement with the Cheney Police Department to provide for ACCESS services. This Resolution authorizes the acceptance of that agreement.

21-011 - Resolution E-885 - 2021 Switch Replacement Project

The City needs to replace some old and malfunctioning switches. The project has been on the radar for replacement since a hardware inventory in 2020. Cost of the project is $17,800 plus sales tax and delivery on the machines. The resolution also allows for a 10% contingency in the event there is more system engineering time required for the project.

21-012- Resolution E-886 - Finance Department Remodel - Employee Separation

The Finance Department is being reconfigured and updated to accommodate the new separation of employees and address both security and office equipment. Phase 1 has moved the front counter to the lobby wall and is separating all three clerk windows. This resolution will approve the quote from Work source for three desks and separator panels for the three Administrative Clerks that will be assigned to customer service.

21-013 - Resolution E-887 - Appointing Public Records Officer

State law requires the City of Cheney to appoint a public records officer. With the recent creation of a Records Manager position, a change is needed to the designated public records officer. This designates the Records Manager as the public records officer, replacing the Deputy City Clerk.

21-015 - Resolution E-888 - Washington State Administrative Office of the Courts Grant Application

Resolution E-888 authorizes the City to apply for a grant through the Administrative Office of the Courts to secure funds for COVID-19 related expenses and to replace revenue lost during the COVID-19 pandemic.

21-016 - Resolution E-889 - City Hall Teller Project Change Order 3

City Council approved a contract with Big Timber Contractors, LLC in the amount of $ 64,630.00 plus applicable tax with a project appropriation amount of $ 75,500.00 for Improvements to the teller windows at the Finance Department. City staff requested a quote to have Big Timber remodel the Finance Office and Conference room.  Big Timber submitted a quote for $33,815.00 plus applicable tax.  In addition, staff is requesting an appropriation increase of $ 46,500.00 to cover the cost of Change Order Three plus contingencies.


21-017 - Resolution E-890 - BPA Network Operating Agreement

This Agreement contains the terms and conditions under which the Network Customer shall operate its facilities and the technical and operational matters associated with the implementation of Network Integration Transmission Service with BPA. It also provides an opportunity to cross-check operational information between the parties to capture customer-specific details in a unified way and ensure that BPA and customers are up-to-date.



21-003 - Ordinance X-96 - 2021 Salary Ordinance

This 2021 Salary Ordinance includes a 2% increase for Cheney Police Guild members.

21-014 - Ordinance X-97 - NIES Credit Reserve

Ordinance X-95 approved a credit reserve to be in place in accordance with our NIES agreement. The terminology used in the ordinance called for a special fund to be created. Rather, the reserve fund is being placed in a restricted reserve account within the existing Light Fund. The restricted reserve cannot be used for operations and only accessed for the specific purposes set forth in the already approved agreement.
