Public Hearings


1.

23-022 - Ordinance Y-39 - Alley Vacation Public Hearing

The City Council passed Resolution F-121 on January 24, 2023 for the purpose of scheduling a hearing on February 14, 2023 on the matter of a petition filed by Emmanuel Lutheran Church and Charley Hough who owns more than two-thirds of the property abutting the requested vacation.  The Applicants are seeking the vacation of the alleyway for the purpose of developing a new medical facility.  The vacation would allow the two properties to adjoin.  The City may require the owners of the property abutting the street to compensate the city in an amount that does not exceed the full appraised value of the area vacated.

 

Resolutions


1.

23-012 - Resolution F-119 - LUA2022-011 Golden Hills 6th Addition Replat

The Cheney Planning Commission held an open public record hearing on January 9, 2023.  The Planning Commission recommended approval subject to some additional conditions to address drainage, drainage maintenance, and soils/slopes. The staff report has been amended to include those conditions of approval on page 14 of the report.

23-021 - Resolution F-127 - 2023 Public Works Surplus

Staff is recommending surplus of various materials and equipment no longer utilized by the Public Works Department, Parks Department, and Fire Department. Attached is a list of the surplus items and their accompanying minimum bid amounts. This disposal of surplus property is in accordance with CMC 2.74.

23-023 - Resolution F-129 - Clay Street & 6th Street Preservation Project Contract Award

Bids were opened on 2/8/2023 for the 2022 Clay Street and 6th Street Arterial Preservation Project (2022 TIB Preservation Project). Five bids were received with Shamrock Paving Inc. being the lowest responsible bidder in the amount of $ 513,000.00 plus applicable taxes.

23-024 - Resolution F-130 - Motor Control Center Installation Contract Award

Bids were opened on 2/8/2023 for the Motor Control Center Installation Contract (Purple Pipe Project-Task 2) . One bid was received with Power City Electric being the lone responsible bidder in the amount of $ 166,830 plus applicable taxes.

23-026 - Resolution F-132 - Lodging Tax

The City received the attached lodging tax application from the City of Cheney for wayfinding signage on I-90.  Sign will show the loop from Four Lakes, exit 270, to Cheney-Tyler, exit 257 bringing travelers into Cheney.     This installation of the wayfinding sign is in partnership with Washington State Department of Transportation. 

 

Ordinances


1.

23-018 - Ordinance Y-38 - Medical Clinics in Multi-family Zones

On October 11, 2022, City Council approved Ordinance Y-21, to allow for “medical centers” as a conditional use in the R-3 or R-3H Zones.  At the time staff inadvertently forgot to include “medical clinics” as a conditional use as part of that ordinance.  This ordinance corrects that Scrivener's error.

23-020 - Ordinance Y-40 - Emergency Ordinance Amending Section 9A.03.010 of the Cheney Municipal Code

AN EMERGENCY ORDINANCE AMENDING SECTION 9A.03.010 OF THE CHENEY MUNICIPAL CODE TO ADOPT CHANGES IN STATE CRIMINAL LAWS, AND OTHER MATTERS PROPERLY RELATED THERETO
