Resolutions


1.

20-013 - Resolution E-804 - 2020 Utility Charges and Fees

The attached utility charges and fees schedule will update the Water System Development Charges to the recommendation from the Water Cost of Service Rate Study perform by FCS Group.  Rates for Light, Garbage and Sewer rates will remain unchanged.

20-014 - Resolution E-805 - Lodging Tax Disbursement

The City of Cheney has received two applications for lodging tax funding. The Lodging Tax Committee met 2/12/20 to review the application from Cheney Merchants Association for Mayfest requesting $23,518 and the application from Northwest Tandem Rally requesting $5,565. The recommendation from the committee is to approve the Mayfest application at the full amount less $100 power line item and the Tandem Rally at the full amount. Total amount awarded is $28,983.

20-015 - Resolution E-806 - 2020 Line Clearance Contract Award

The Light Department issued an invitation to bid for the 2020 Line Clearance Program. This bid involves the pruning and/or removal of trees near the City’s electric distribution system. Asplundh Tree Experts submitted the lowest responsible bid at $5,872.40 per week.

20-016 - Resolution E-807 - Dog Park Land Dedication

There is considerable interest to establish an off-leash dog park in the City of Cheney.  The 2014 Parks and Recreation Comprehensive Plan identifies a dog park as a priority need.  The City owns a vacant piece of property on the corner of SR 904 and Presley Drive which a portion of this property could be dedicated for a dog park.

20-017 Resolution E-808 Acceptance of WASPC Traffic Safety Grant

We have been notified that we will receive $655.00 from the WASPC Traffic Safety Grant to be used by 05/22/2020. The grant process is completely electronic, so this is just a formal acceptance and acknowledgement of the grant.

20-018 - Resolution E-809 Community Development Block Grant Cooperation Agreement

Our agreement with Spokane County to participate in the county’s CDBG entitlement program will expire at the end of this federal fiscal year (September 30).  The proposed agreement would renew the agreement for the next three years.  Cheney has been in the consortium for the past 30 years and received over $ 3.6 million in grant funding.  Spokane County has also requested a letter stating our intention to participate.  Staff recommends approving the cooperation agreement. 
7.

20-019 - Resolution E-810 North 9th Street Repair STA Memo of Understanding

During the remodel of the EWU Pence Union Building STA was using N 9th from Elm Street to Cedar Street for a temporary bus stop.  During the use, N 9th Street was damaged and was repaired as part of the 2018 Street Preservation Project.  The MOU with STA is for financial assistance of 80% of the cost.
