A new Central Square software is required to be developed in order to interface with the Tantalus fixed network system for electric and water meter data. The new software will translate utility billing data for use by the Central Square financial software system. Central Square has provided a quote to provide the development services and project management services necessary for the new software development and installation. The Water Department will share approximately 30 percent of the total cost, which is proportional to the amount of total water meters expected to utilize the new software.
SUMMARY The City received the attached lodging tax application from the Cheney Merchants Association for Mayfest to be held May 6 – 7, 2022. The event is larger this year and will hold events for all age groups. Lodging Tax committee met to discuss the application and has recommended approval of $24,281.00 for fund the event.

A resolution of the city council of the City of Cheney, Washington, authorizing the Mayor to sign a professional services agreement with Northwest Law, PLLC for the provision of indigent defense services. Terms of the agreement are the same as those for the City’s previous agreement with Karen Lindholdt.
The City has updated its Solid Waste Management Plan 2021 to 2026 and has received Department of Ecology’s approval to proceed with formal adoption of the Plan. City staff recommends adoption.
The City of Cheney desires to continue its solid waste collection and disposal services within the Spokane County Regional Solid Waste System, administered by Spokane County. Spokane County is in the process of preparing a Spokane County Comprehensive Solid Waste Management Plan to replace the 2015 Comprehensive Solid Waste Management Plan. An interlocal agreement is necessary for Cheney to be included in Spokane County’s updated Comprehensive Solid Waste Management Plan.
An ordinance granting Avista Corporation, d/b/a Avista Utilities the nonexclusive right, privilege, authority and franchise to locate, construct, install, own, operate, maintain, repair, replace, extend, operate and use facilities in, upon, over, under, along, and across the franchise area for purposes of the transmission, distribution and sale of gas.
