Resolutions


1.

19-011 - Resolution E-707 - 2019 Rep Well 3 Pump House Project Award

Bids were opened on March 7, 2019 with the lowest responsive bid received from Wesslen Construction in the amount of $558,600.00 plus taxes.

19-012 - Resolution E-708 - 2019 LED Bulb Distribution Project

The Light Department accepted sealed bids for the delivery of a four pack LED to bulbs to our residential customers.  AM Conservation submitted the lowest bid of $13.15 per package.  The Light Department will be able to claim $20.00 per package under our BPA Conservation Program.

19-013 - Resolution E-709 - Surplus Street Dump Truck 212

In accordance with CMC 2.74, the City Council established a minimum bid value for the Street Division Dump Truck with Snow Plow # 212 in the amount of $ 5,000 on 2/13/18. No bids were received at that value.  City has received a bid of $3,263.45. Staff is requesting the acceptance of the $3,263.45 bid.

19-014 - Resolution E-710 - Washington Street Pres Project Local Agency Agreement

The City received federal funding in the amount of $ $ 731,000.00 under the Surface Transportation Block Grant (STBG), and Highway Infrastructure (HIP) programs The grant is 76.5% federal dollars for street preservation on Washington Street from Oakland Street to West 6th Street.  Obligation of this grant requires a Local Agency Agreement.

The City received federal funding in the amount of $ $ 731,000.00 under the Surface Transportation Block Grant (STBG), and Highway Infrastructure (HIP) programs The grant is 86.5% federal dollars for street preservation on Washington Street from Oakland Street to West 6th Street.  Obligation of this grant requires a Local Agency Federal Aid Project Prospectus between the City and Washington State Department of Transportation.

19-016 - Resolution E-712 - Traffic Planning and Engineering Contract Appropriation Increase

Mayor signed contract with Morrison and Maierle on 9/5/18 for on call Traffic Planning & Engineering. Cost was originally estimated to be under $10,000.  Staff recommends continuing to use Morrison and Maierle for on-call Traffic Planning and Engineering to be billed at an hourly rate based on their fee schedule.

19-017 - Resolution E-713 - Water Study Consultant Agreement

On 10/4/18 the City of Cheney advertised for proposals for a Water Study.  Varela & Associates, Inc was chosen to complete the Water Study.  The purpose of the study is to have a public conversation about water usage, and develop strategies around that conversation. The focus of the study will primarily be towards water conservation and reclaimed water.  The process will include a Technical Advisory Committee (TAC) and public meetings.  The outcome of the study will give the City a direction of water usage in the future.

19-018 - Resolution E-714 - Bitco Software Agreement Amendment

The City entered into an agreement with Bitco on 1/24/13. This updated agreement provides for all-inclusive support agreement at a yearly rate of $10,000.  Eliminating the need to pay $145 per hour for new work orders to add or adjust our existing software package.

19-019 - Resolution E-715 - DOE Agreement No. WQC-2018-Cheney-00191

The Reclaimed Water Engineering Report was completed and approved by The Department of Ecology (DOE) in October 2016. Application was submitted to DOE for design of the reclaimed water facility based on the elements of the approved engineering report.  The City received $ 1.4 Million in funding with a 50% principal reduction. The outcome of the reclaimed water design will provide construction documents need to move forward on funding and construction of the City’s reclaimed water facility. 19-020 - Resolution E-716 - Interlocal agreement with the Shoreline Fire Department for the purchase of SCBAs

The purpose of this resolution is to secure fire department Self Contained Breathing Apparatus prices that have been previously negotiated and secured with the Shoreline Fire Department and utilizing the State’s Interlocal Cooperation Act Chapter RCW 39.34 which authorizes joint public bids for acquisition of goods and services.

19-021 - Resolution E-717 - Authorization to purchase SCBAs through a lease to own program

The purpose of this resolution is to procure new fire department Self Contained Breathing Apparatus utilizing an approved Community Leasing Partners option that will provide the best rates while securing critical equipment through a lease over a five year period.
12.

19-022 - Resolution E-718 - 2019 Lodging Tax Approval

The City of Cheney Lodging Tax Committee has met and reviewed two funding request for 2019: Mayfesters - $20,500 and Washington Civil War Association - $7,500. The committee recommends funding both requests for a total of $28,000.
