Ordinances

1.

23-027 - Ordinance Y-41 - Comprehensive Plan & Zoning Map Amendment

On February 28, 2023 City Council deferred action on Ordinance Y-41 to request more information.  On March 14, 2023, City Council was presented information about relocation options and assistance.   On March 28, 2023 City council heard from the applicant and the citizens, and approved a 1st reading of the ordinance.  There are concerns regarding relocation, as City Council has requested a site assessment in terms of relocation eligible units.  Additional information has been provided. Ordinance Y-41 proposes to amend the Comprehensive Plan (land use map) and the Zoning Map for the land located between Bi-Mart and Grocery Outlet on SR-904.   The proposed change is from commercial to Mixed Use (on the west side of the creek), and to Residential (R-3H) on the east side of the creek. Planning Commission heard this application on February 13, 2023 and recommended approval.  There were concerns regarding the loss of low-income housing.

2.

23-043 - Ordinance Y-45 - Pool General Obligation Bond Ballot Proposition

On April 11, 2023 City Council passed the 1st reading of Ordinance Y-45.  While the proposed Ordinance No. Y-45 does not have an immediate financial impact, it would authorize the City to place a measure on the ballot. If successful, the City would be authorized to issue bonds in the principal amount of up to $13,000,0000 for acquisition, construction and installation of (i) a new outdoor aquatic center, including but not limited to a pool for lap swimming, swim lessons and recreational swimming, together with certain water features and other recreation activities, and (ii) a new locker room building adjacent thereto equipped with all required amenities for aquatic center operations, staff and patrons.
