19-047 - Resolution E-737 - 2020-2025 Transportation Improvement Program

A public hearing has been scheduled for the May 28th  City Council meeting In accordance with RCW 35.77 for the purpose of adopting the 2020-2025 Six Year Transportation Plan.

19-041 - Resolution E-732 - Spokane County Hazard Mitigation Plan Update

One of the goals of the multi-jurisdictional approach to hazard mitigation planning is to achieve compliance with the Disaster Mitigation Act (DMA) for all participating members in the planning effort. This will solidify the Cheney Fire Department ongoing partnership with Spokane County DEM.

19-045 - Resolution E-735 - 2019 Arterial Lane Striping Contract

This year’s annual striping contract will include Betz Road, Elm Street Presley Drive, and Salnave Road pavement striping, and railroad crossing markings.

19-046 - Resolution E-736 - 2019 Street Preservation Project

Bids were opened on May 22, 2019 for the 2019 Street Preservation Project. Three bids were received with LaRiviere, Inc being the lowest responsible bidder in the amount of $ 495,946.00 plus applicable taxes.

19-048 - Resolution E-738 - 2019 Well One Rehab Project CO One

On 2/24/19 Council awarded the 2019 Well One Rehab Project to Specialty Pump with an appropriation amount of $ 46,914.56. Specialty pump also furnished columns and cone strainer to complete the project.  Staff is requesting an appropriation increase of $ 4,545.14.

19-049 - Resolution E-739 - Fire Copier Lease Agreement 2019

Renew Copier Lease Agreement. Old one will expire 6/19.

19-052 - Resolution E-740 - 2019 Fire Inspection Reports Agreement

In order to assist the Cheney Fire Department in receiving, managing, tracking and having an awareness of the readiness and conditions of the fire and life safety systems within their community, IROL will provide its web-based platform as a required platform for submitting Service Providers (SP). In addition, IROL will provide reviews and management of the incoming ITM reports, which will be conducted to determine compliance and actions to be taken with local/state standards requirements for the Inspection, Testing, and Maintenance of fire and life safety systems. IROL’s solutions will work in-conjunction with the Cheney Fire Departments property program database to ensure location information is secure and consistent throughout both programs.
 

Ordinances

19-042 - Ordinance X-65 - Amending CMC 18.06 Entitled Fire Code

Ordinance X-39 adopted the fire code of the City under the Title. The Title should have included the adoption of the 2015 International Fire Code and Appendices.

19-044 - Ordinance X-66 - 2019 Budget Amendment #1

The attached is the first 2019 Budget Amendment and includes amendments for the Park Capital Fund (Fund 105) for the purchase of a new mower, the Criminal Justice Fund (Fund 111) for the recognition of computer reimbursement from Office of Administrative Courts and the expense for new computers and the courtroom security officer, and the Parks and Recreation Fund (Fund 118) for the purchase of a new bus for the department.

19-050 - Ordinance X-67 - Extension of Moratorium

Ordinance X-67 extends the term of the moratorium under Ordinance X-58 to July 30, 2019 to complete the scope of work in the adopted work plan.

19-051 - Ordinance X-68 - Amending CMC 17.06 Entitled Property Maintenance Code

Ordinance X-36 adopted the property maintenance code of the City under the Title. The Title should have included the adoption of the 2015 International Property Maintenance Code.
