Resolutions


1.

23-055 - Resolution F-153 - Amending ARPA Funding Plan

The City received $3,498,905 in American Recovery Plan Act (ARPA) funds.  The original plan allocated the majority of funding to 10 water infrastructure projects and 1 water conservation project.   PWKS Director, Todd Ableman, has submitted an amended plan for the water infrastructure projects, removing one project and reallocating funds between the remaining 9 projects.   The new funding plan and tracking spreadsheet is attached.

23-059 - Resolution F-156 - Spokane County HHWC MOU

This Memorandum of Understanding (MOU) between the City of Cheney and Spokane County is established to describe the background, purpose, and commitments regarding partial funding for Household Hazardous Waste Collection Activities.

23-060 - Resolution F-157 - Information Technology Network Services and Support

 

SUMMARY   The City of Cheney issued a Request for Proposal (RFP) for Information Technology Support Services.    After review of all proposals and interview with the top three, the City has chosen Executech to serve as our IT support contract.   The contract is set for a 5 year term with three optional one year extensions.   Initial contract is $13,375/month for Managed IT Services and $2,205/month for IT Security.   Contract will escalate by the greater of 5% of the CPI, not to exceed 10%.    Backups will be scoped and billed separately from this agreement.

Agreement required for service and calibration of sensitive medical equipment from a sole-source authorized service technician for LifePaks15 (AED and Cardiac Monitoring) and Lucas Chest Compression Device.

 

Ordinances


1.

23-054 - Ordinance Y-46 - Net Metering Ordinance Amendment CMC 14.20

Amending CMC 14.20 entitled “Net Metering” to add language to accurately present the guidance of RCW 80.60 “Net Metering of Electricity”.

2.

23-056 - Ordinance Y-47 - Budget Amendment #1

The attached amendment worksheet contains amendments to 7 individual funds including amendments for:  1) General Fund for Police Labor Contract, 2) Arterial Street Fund for Arterial Street Project/Grant, 3) Residential Street Fund for additional funding, 4)Fire Equipment Capital Reserve for purchase of two brush trucks, 5) Criminal Justice Fund for uniforms for new officers, and 6) Water Fund to remove budget for 2 trucks purchased in 2022, and to fund ARPA projects, and 7) Sewer Fund for the Purple Pipe project.     Total Amendment is $9,466,100.
