Resolutions


1.

21-061 - Resolution E-924 - Acceptance of American Rescue Plan Act (ARPA) Local Recovery Funds

The City has been awarded a total of $3,495,491 from ARPA Local Recovery Funds. The funds will be distributed $1,747,745 in the coming weeks with the other $1,745,745 being distributed one year late. There are restrictions on the funds and reporting to the Treasury is mandatory every October. All funds must be obligated by 12/31/2024 with all disbursements to be completed before 12/31/2026. All undisbursed funds will be returned to the Treasury. Recommendations for use of the funds will be presented in future council meetings.

21-062 - Resolution E-925 - 2021 Lodging Tax Disbursement

The City has submitted a lodging tax application to partner with the American Legion to provide a street dance July 10, 2021.    The Lodging Tax Committee met and recommended approval of the request not to exceed $3,000 to fund the band and the portable restrooms.

21-065 - Resolution E-926 - Department of Commerce Reclaimed Water Project Loan Agreement

The City of Cheney was awarded $2,000,000.00 through legislative appropriation.  In order to obligate funding, the City must enter into a contract with the Washington State Department of Commerce (DOC).

21-066 - Resolution E-927 - Avista Edge Fiber Agreement

The Light Department is recommending that the City of Cheney enter into a 3-year renewable Dark Fiber Lease Agreement with Avista Edge in order to provide broadband internet to the City. This Agreement will provide the City the opportunity to improve and expand its telecommunication services to businesses and persons within and outside the City.

 

Ordinances


1.

21-063 - Ordinance Y-10 - Assignment of Sewer Inferfund Loans

 As of 1/1/2021, the Sewer fund was holding $408,298.13 in interfund loans from the Equipment Rental Fund ($20,803.13) and the Water Fund ($387,495.00).    This ordinance will assign those loans to the Light Fund.  The Sewer fund will receive interest through July 31, 2021 and the loans will them be transferred to the Light Fund.

21-064 - Ordinance Y-11 - Levy Lift Ballot Measure Draft

AN ORDINANCE PROVIDING FOR THE SUBMISSION TO THE QUALIFIED ELECTORS OF THE CITY OF CHENEY AT THE NOVEMBER 2, 2021 GENERAL ELECTION OF A PROPOSITION AUTHORIZING THE CITY TO INCREASE ITS REGULAR PROPERTY TAX LEVY
