1.

19-062 - Resolution E-749 - 2019 CDBG Subrecipient Agreement

The 2019 CDBG Water Main Replacement Project will include installation of approximately 720 lineal feet of 8-inch water main in N 3rd Street from Ash Street to Elm Street The City was awarded $211,800.00 in Community Development Block Grant (CDBG) funding to help pay for this project.

19-063 - Resolution E-750 - 2019 Front Street Lift Pump Rep Project Award

The Public Works Department requested quotes for the 2019 Front Street Lift Pump Replacement Project.  We received two quotes with Dow Excavating submitting the lowest quote for $ 26,156.00 plus taxes.

19-064 - Resolution E-752 - DNR Forestland Response Agreement

This agreement with the Washington State Department of Natural Resources and the City of Cheney will provide mutual assistance and cooperation in the control and suppression of forest land fires.

19-065 - Resolution E-751 - Public Records Software

The 2019 Annual Budget provided for public record software to automate the public records process in receiving, processing, redacting and releasing public records. Both the Public Records Officer and the Police Communications Officer have viewed and tested multiple programs and have selected GovQA to bet fit our needs. Purchase of the software is covered under the Washington State Contract #ADSP016-130651 Subcontract # 06016

19-066 - Resolution E-753 - 2019 TIB Preservation Grant Application

The Transportation Improvement Board is soliciting applications from qualified agencies for transportation preservation projects. City Staff is proposing to submit an application for design and construction preservation funding for Clay Street and 6th Street. Grant funding requires a 10% match.  Applications are due August 16, 2019. Recommendation for funding is scheduled for November 22, 2019.

19-067 - Resolution E-754 - Reclaimed Water Preliminary Design Engineering Services

The City received funding from the Department of Ecology (DOE) in 2018 for preliminary design to upgrade the City’s existing wastewater treatment plant to produce Class A reclaimed water and the design of a new reclaimed water storage facility and distribution system, as identified in the 2016 City of Cheney Reclaimed Water Engineering Report. Esvelt Environmental Engineering submitted a proposal for design services in an amount not to exceed $ 1,469,000. DOE total funding is $ 1,418,000 with a principle reduction of 50%.

19-068 - Resolution E-755 - Utility Rates

The attached utility charges and fees schedule will create a tiered water rate and increase the fees for both tiers. Light, Garbage and Sewer rates will remain unchanged.

19-061 - Ordinance X-69 - Cheney Care Center Rezone

Cheney Care Center, proposes to rezone 4.94 acres of land from R-1 (Single-Family Residential) to R-2 (Two-Family Residential) as part of a proposed project for 12 senior housing duplexes.
