1.

18-078 - Resolution E-645 - MOU with Department of Licensing

An MOU to renew access to the Driver and Plate Search (DAPS) database.  The police department has used this database since at least 2003 and it is time to renew our agreement.

18-079 - Resolution E-646 - Business Associate Agreement With Spokane Fire Department CARES Team

Approval of Resolution E-646 would allow the Mayor to sign a Business Associate Agreement with the City of Spokane Fire Department Community Assistance Response Team.

18-081 - Resolution E-648 - Superion Software Hosting

Currently, the Superion software is hosted and maintained at the City on an IBM i-Series with the lease on this piece of equipment expiring November, 2018. The City wishes to move all financial software from a city-hosted device to the Superion Cloud for hosting and software maintenance. Additionally, the hosting change will allow conversion to a web-based version of the software improving employee usability and efficiency. The cloud proposal is a 5 year agreement with a 5% increase annually. One-time startup fee of $10,000 and first year hosting fees are $73,603 before taxes.

18-082 - Resolution E-649 - Superion AnlayticsNOW Software

The City, in combination with movement to the cloud, needs to acquire Superion AnalyticsNOW software for purposes for data analysis and reporting. The IBM AS400 option of QUERY for reporting is no longer available in the cloud. The software efficiency to users in gathering data needed for daily operations, utility notices, and financial analysis will be a marked improvement over our current options. The cost, including installation and training, and including the fee discount is $34,340 before taxes. The expectation is the software will be installed and training complete before the end of the fiscal year.

18-083 - Resolution E-650 - 2018 Reconductor Project Appropriation Increase

The City Council authorized the Mayor to sign a contract with Potelco Inc on 4/24/18 for the 2018 Reconductor Project. Staff is recommending an appropriation increase of $26,152.98.
7.

18-084 - Resolution E-651 - Cheney Residential Road and Water Project – CDBG Subrecipient Agreement

The 2018 CDBG Water Main Replacement Project will include installation of approximately 650 lineal feet of 8-inch water main in N 3rd Street from Ash Street to Oakland Street. The City was awarded $180,100.00 in Community Development Block Grant (CDBG) funding to help pay for this project.

18-085 - Resolution E-652 - 2018 Well 3 Replacement Grant Agreement

The City was granted $ 750,000.00 from the State Legislation and funds management is through the Washington State Department of Commerce.  The agreement is required for project reimbursement cost for the project.

18-087 - Resolution E-653 - Wastewater Head Works Rehab Project

The project involves removing the existing generator, installing a city supplied generator, and fabrication of channel grates to be installed by city staff.

18-088 - Resolution E-654 - Amendment to the JC Steel Ground Lease and Option to Purchase Real Property Agreement

A resolution amending the ground lease agreement with JC Steel Targets, Inc., containing an option to purchase real property.

The attached is the 2nd Budget Amendment of 2018 and includes an amendment to the Residential Street Fund increasing the appropriation for the 2018 Residential Street and Sidewalk Project by $150,000. A portion of the amendment will be funded from current residential street tax and the remainder of the project will be funded with be a short-term interfund loan. The total amendment to the 2018 budget is $150,000 bringing the total budget to $31,365,000.
