Resolutions


1.

20-061 - Resolution E-848 - Industrial Park Distribution Line

A three-phase overhead distribution line needs to be constructed to meet and provide for the electrical demand of current and future customers at the Industrial Park.  The Light Department is able to construct with its own forces since the total project cost is below $65,000.

20-062 - Resolution E-849 - Cheney School District SRTS Project Award

Bids were opened on August 26, 2020 for Cheney School District Safe Routes to School Project. Three bids were received with D-McP Construction LLC. being the lowest responsible bidder in the amount of $ 400,642.05.

20-063 - Resolution E-850 - 2020 Lodging Tax Award

The City of Cheney has received an application from the Cheney Merchants Association for Main Street Washington Revamp. The committee has received legal advice stating that part of the funding application is termed as a facility since it will be permanently placed in downtown Cheney to point tourists/visitors up College Avenue to EWU. The funding of a tourism-based facility is a lawful use of the lodging tax dollars. The committee recommends funding of the full cost, plus sales tax and shipping, of the Swoop Statue in downtown Cheney. The amount before tax and delivery is $4,300.

20-065 - Resolution E-851 - Washington State Department of Commerce Broadband Construction Grant Application

A resolution to authorize the City to submit an application for a Washington State Department of Commerce Broadband Construction Grant Program.

20-064 - Ordinance X-86 - 2020 Budget Amendment #2

The attached is the 2nd budget amendment to the 2020 budget year. This $-684,200 budget reduction includes 1) Light Fund - the reduction of purchased power and associated revenues for industrial and EWU, the addition of an apprentice lineman, amendments to the BPA conservation budget, and the use of remaining ending fund balance to fund depreciation, 2) Fire Department - the addition of donations and expenses for the Cadet Program, and 3) Garbage Fund - the use of ending fund balance to fund garbage disposal costs, maintenance, and depreciation.
