1.

22-113 - Resolution F-079 - Cheney Purple Pipe Project Supply of Goods and Special Services for Standby Power Contract Award

The Public Works Department requested sealed bids for Supply of Goods and Special Services for Standby Power Equipment for an upgrade to the City’s Wastewater Treatment Plant as part of the Cheney Purple Pipe Project. Bids were opened on September 21, 2022. Upon evaluation of bids by Esvelt Environmental Engineering, staff recommends award to Western States Equipment Company for the amount of $558,937.00 plus applicable taxes.

22-114 - Resolution F-080 - 2022 CDBG Water System Improvements Project Contract Award

The CDBG Water System Improvements Project will include water main replacement on Elm Street from N 6th to N 5th Street: N 5th Street from Elm to Oak Street: and Clay Street from 3rd Street to 5th Street.  Eight bids were received with Inland Infrastructure being the lowest responsive bidder.

22-115 - Resolution F-081 - Inland Cheney Location Exchange 2023 Agreement

This Agreement allows Inland Power and the City of Cheney, which are both members of Northwest Energy Management Service (NEMS) to each exchange 1 MW of power in 2023 at no cost.  The City of Cheney will exchange 1MW of power purchased from TransAlta for 1MW of power from Inland Power purchased from Shell via NEMS. The City would then receive its entire market purchase of 2MW’s of power from Shell in 2023. This consolidation of power to one provider creates high administrative scheduling efficiencies for NEMS and its counterparties.  NEMS will also provide a $1,000 credit to be applied to the City’s 2023 power supply costs for participating.

Amending the text of CMC 21, amending the definitions section, measurements section, commercial/mixed use section, general use provisions section, and the wireless communication facilities section.   The requested changes during the 2nd reading are highlighted in yellow.
