21-077 - Ordinance Y-14 - Clover Court Rezone 3rd Reading

A proposal by the residents located within the defined geography outlined above to rezone approximately 12.07 acres from the R-2 (Two-family residential) zone to the R-1 (Single-family residential) to facilitate more single-family residential development which is what a majority of the neighborhood is comprised of in terms of housing.




21-085 - Resolution E-942 - City Employee COVID-19 Vaccination Mandate

A resolution directing the City Administrator and Mayor to develop a policy mandating COVID-19 vaccinations for City Employees as a condition of employment.


21-093 - Resolution E-950 - Tantalus AMI Fixed Network Agreement

The Light Department just completed a 6-month Tantalus AMI Pilot Program that integrated AMI meters into the system and tested both existing electric and water meters, and integrated that data into the billing system via a fixed network. The program successfully conducted remote electric meter power disconnects and reconnects, remote water meter reads, data collection, and system reporting of outages from a desktop computer. The system has proprietary features which are solely licensed to Tantalus by Itron.  Great operational efficiencies will be gained from this technological advancement by cutting staff time on reads and disconnects/reconnects, data analytics, real time billing, and customer data flow along with customer service response times.


21-094 - Resolution E-951 - Interlocal Agreement Extension with City of Spokane

The City of Cheney entered into an interlocal agreement with the City of Spokane on September 12, 2014 to use the Waste to Energy Facility for disposal of solid waste. The Interlocal Agreement Extension is for another five years effective November 17, 2021 through November 16, 2026.  


21-095 - Resolution E-952 - BPA Power Sales Revision 4 Exhibit D

This revision to Exhibit D revises the language in the “Transfer Customers’ Non-Federal Market Purchase Exchange” in Section 4, updates the Above Rated High Water Mark (RHWM) Load Served by Market Exchange amounts and Transmission System Loss Factor percentages for the FY 2022-2023 Rate period in Section 4.5.4, and adds a new provision for scheduling Cheney’s Above-RHWM Load served with Market Exchange in section 5.


21-096 - Resolution E-953 - BPA Power Sales Revision 9 Exhibit F

This revision to Exhibit F converts the provisions in the exhibit from Transmission Schedule Service (TSS)-Partial to TSS-Full and updates section 4.3.6 to reflect changes to Cheney’s Dedicated Resources for the FY 2022 – FY 2023 Rate Period.


21-097 - Resolution E-954 - Memorandum of Understanding with Kalispel Tribe/Victim Services Program

A Memorandum of Understanding with the Kalispel Tribe of Indians/Victim Services Program for victim advocacy services to assist victims of domestic violence crimes related to cases filed in the Cheney Municipal Court.
