22-122 - 2023 Budget - Public Hearing - Light & PWKS Budget Presentations

2023 Budget - Public hearing discussion of departmental budgets for Light and PWKS.




22-131 - Resolution F-090 - Lodging Tax Funding - Holiday Hoopla

The City received the attached lodging tax application from the Cheney Merchants Association for Holiday Hoopla to be held 12/2/2022 from 5:00 p.m. to 9:00 p.m.    Lodging Tax committee met to discuss the application and has recommended approval of $8,075.00 for fund the event.   


22-135 - Resolution F-095 - 2023 Drinking Water State Revolving Fund Application

Staff is proposing to submit a funding application to the Drinking Water State Revolving Fund (DWSRF) maximum application is $ 500,000 (grant or loan) and would propose to seek funding for the Well 5 PFAS Mitigation Project. Applications are due November 30, 2022.


22-136 - Resolution F-096 - 2022 Subrecipient Application

The 2022 CDBG Water Main Replacement Project will include installation of approximately 700 lineal feet of 8-inch water main in Elm Street from N 6th Street to N 5th Street, and N 5th Street from Elm Street to Cedar Street. The City was awarded $ 224,600.00 in Community Development Block Grant (CDBG) funding to help pay for this project. 


22-137 - Resolution F-097 - Water System Plan Amendment One

The Cheney Water System Plan was approved in January 2020.  Two capital projects were identified (Well 5 PFAS and Reservoir 1 Roof Replacement) after the WSP approval   A Water Plan Amendment is required by the Washington State Department of Health if the City seeks funding relief for these projects


22-138 - Resolution F-091 - 2022 Commerce Utility Arrearages Assistance Plan

The Washington State Department of Commerce has issued a Utility Arrearages Assistance Program where residential utility customers can receive federal assistance for outstanding utility bills incurred from 4/1/2020 – 12/31/2021.  Eligibility from Commerce includes low income, receipt of other assistance, and those with outstanding covid payment plans.   The assistance will not be a direct pay to utility customer, rather the assistance will be paid to their utiity accounts.  The program must be enrolled and all funds released and required reporting to be complete by 12/31/2022. 




22-067 - Ordinance Y-27 - Shipping Containers as Residences

On June 13, 2022 the Planning Commission held a Public Hearing on proposed ordinance Y-27.  Planning Commission recommended approval with a vote of 3 to 1, and that the ordinance be sent to City Council for adoption.   On June 28, 2022, City Council had a first reading of the ordinance.  On July 6th, instead of a second reading it was recommended that a moratorium be set to allow staff time to refine the ordinance.  A revised ordinance is being brought back on October 25, 2022 for a 2nd reading.
