Public Hearings


1.

21-106 - 2022 Budget Public Hearing - Governmental Funds

2022 Budget - 2022 Budget Public hearing for the department budget presentations conclude with the public safety presentations.  

 

There is a final public hearing scheduled for December 14, 2021 to receive public input. 

 

Resolutions


1.

21-113 - Resolution E-962 - 2022-2025 AFSCME 270 S Labor Contract

2022-2025 AFSCME 270-S contract with a 3.0 % wage increase for 2022 and other text changes to the contract language complying with various state benefit regulation changes and compliance with the Supreme Court’s Janus decision regarding union membership.

21-117 - Resolution E-966 - Renewal of SRO Contract


Cheney Public Schools and the Cheney Police Department entered a mutually beneficial arrangement for providing a uniformed police officer (SRO) in the school in 2005.  It is our mutual desire to renew this program for 2021-2022 school year.

21-119 - Resolution E-967 - Agreement for Public Records Legal Services

A resolution authorizing the Mayor to sign an agreement with Cedar Law Group, PLLC for the provision of public records legal services.

21-120 - Resolution E-968 - Water Department Control Valve Maintenance

The Cheney Water Department received a 5-year proposal for annual maintenance, inspection and repair of well pump water control valves from Prestige Worldwide, LLC in the amount of $3,100 annually for years 2022-2026. Staff is recommending the acceptance of Prestige Worldwide, LLC’s proposal.

21-121 - Resolution E-969 - 2021 Asphalt Repairs Project Appropriation Increase

On September 14, 2021, City Council authorized the Mayor to sign a contract with Diamond Asphalt Paving in the amount of $17,617.00 for the 2021 Asphalt Repairs Project. Staff is requesting an appropriation increase in the amount of $ 1,104.87 to cover additional asphalt repairs.

21-122 - Resolution E-970 - Solid Waste Vehicle Storage Building Repair Project

The Solid Waste Vehicle Storage Building incurred structural damage that requires professional repair. Halme Builders provided a quote in the amount of $ 14,000 to complete the repairs. Staff is recommending acceptance of Halme Builders proposal and is requesting an appropriation amount of $ 16,770.60 to cover the quoted work and ten percent contingencies.

 

Ordinances


1.

21-118 - Ordinance Y-8 and Y-9 - Business Park Rezone

On May 10, 2021 Planning Commission held a Public Hearing on changing the BP Zone to a Light Industrial Zone, and providing design standards to the current Industrial Zone. No motion on the recommendation was brought forward at the Planning Commission.

2.

21-103 - 2022 Budget - Tax Levy - Ordinance Y-17 and Ordinance Y-18

Discussion of the General Property Tax Levy and the EMS Levy for 2022.   The Proposed levy amounts are $2,649,000 for the general tax levy and $356,000 for the EMS Levy.  

 

The General levy is based on the $3.10 approved levy lift (year 1) and the EMS levy calculation (year 4 of 6)  is based on the 1% allowed refund adjustments.

21-107 - 2022 Budget Ordinance - Ordinance Y-19

Attached please find the 2022 Budget Ordinance.    The total budget being presented for 1st read totals $35,620,900. The final budget discussion and adoption is scheduled for December 14, 2021 after the final public hearing.
