Public hearing for the Light an Public Works.
 

Resolutions


1.

18-142 - Resolution E-685 - BPA TC-20 and BP-20 Settlement Agreements

A resolution authorizing the Mayor to sign two settlement agreements with Bonneville Power Administration containing the terms and conditions of a negotiated settlement between BPA and it’s Transmission Customers on Tariff Rate Modifications, transmission service issues, transmission rates, hourly firm transmission service for the TC-20 agreement and transmission, ancillary control, and control area service rates for Fiscal Year 2020-2021 for the BP-20 settlement.

18-148 - Resolution E-689 - Setting 2019 Utility Rates and Fees

The attached utility charges and fees schedule increases the water base rate and usage fees by 5% and the sewer charges by a 2.2% COLA for 2019. There is also a slight reduction in the compost rate for 2019 as well as some general cleanup in both rate schedules. Garbage and Electric rates will not change in 2019.

18-149 - Resolution E-690 - Domestic Violence Victim Advocacy Services

A Service Agreement with Spokane YWCA for victim advocacy services in the Cheney Municipal Court to assist victims of domestic violence crimes.

18-150 - Resolution E-691 - 2019-2021 City of Cheney - IAFF Local #1919 Labor Contract

2019-2021 IAFF contract with a 2.0% base wage increase for 2019. Language also provides for base wage increases of 2.0% for 2020 and 2021 as well as changes to incentive pay for EMS related certifications. Several adjustments made to the contract to better clarify the language and to update the sick leave article for compliance with Washington State’s new paid sick leave law and create a new section on the state’s new paid family leave program.

18-125 - Ordinance X-54 - 2019 Budget Ordinance

The required public hearings have been held for presentation and discussion of the 2019 Budget Ordinance on October 9, 2018, October 23, 2018, November 13, 2018, and November 27, 2018. Additionally, a council budget work session was held November 20, 2018 to discuss the proposed 2019 budget as well as to address any issues or questions of the council.

18-145 - Ordinance X-55 - Business License

The City of Cheney is moving to the Washington State Department of Revenue in 2019 for the collection and processing of business licenses. The move will allow all businesses to pay all their licensing fees in one location (Department of Revenue). To comply with the state mandated definitions and an updated business license thresholds, revision to the current Business License Ordinance is required. The City of Cheney has until 12/31/18 to submit our updated business license to the State.
