1. When do I need a permit?

In general, permits are required to erect, construct, enlarge, alter, repair, move, improve, remove, convert, or demolish any building or structure. Exemptions from building permits are listed under

CMC 19.06.180.

2. What do I need to apply for a permit?

• A completed application form, signed by the property owner or an authorized agent such as a licensed contractor or registered design professional
• A site plan
• Building plans

3. How many sets of plans should I submit? Do I need an architect or engineer?

As applicable you must submit 2 sets of building plans, 3 sets of civil plans, and/or 3 sets of fire alarm or fire sprinkler plans.

Architects and engineers are required in accordance with State law. Architects are generally required to design projects where the area of work exceeds 4,000 square feet.

Engineers are required to design items not meeting the prescriptive requirements of the code where the practice of engineering is needed to demonstrate compliance, such as using a steel beam for a large wall opening in a house, roof trusses, or retaining walls. See

4. How long does it take to review plans for residential construction?

Most minor projects such as decks or room reconfigurations are completed within a week. You should plan on allowing at least 2 weeks for plan review for a new home or for additions and other major work.

Note: Additional review time is required for each resubmission of plans for required corrections or changes to plans.

5. May I apply for a permit online? May I pay for a permit online?

You may apply online for building, plumbing, mechanical, and combination permits. Go to the Citizen Connect portal, create a user account, and follow the screen prompts to submit your application. Once we receive your online submittal, we will review it for completeness, then email you with payment instructions, including a link for online payments.

6. How do I schedule an inspection?

You may phone us at 509-498-9237 to request an inspection. To schedule inspections, review inspection comments, or follow progress on your plan review you may use the Citizen Connect portal.

7. How far ahead do I have to call to request the inspection?

Our goal is to fulfill inspection requests the same day. To ensure we can get you on an inspector’s schedule or if a specific time is needed, it is recommended that requests be made the day before.

8. Do I need to be present for the inspection?

It is preferable that someone be present during inspections to facilitate the inspection in the event there are any questions or corrections needed. Inspectors will not enter areas secured or otherwise restricting access.

9. What are the snow load and seismic design category for Cheney?

The ground snow load is 39 pounds per square feet. Under the IRC, the seismic design category for residential construction in Cheney is designated as “C.” Site-specific analysis in accordance with the IBC may be submitted for approval of other design categories for individual projects. Under the IBC, site-specific analysis is required to determine the design category for each project.

10. How long will it take to get my permit?

Many plumbing and mechanical permits are over-the-counter and can be issued the same day. For permits involving more extensive work such as the reconfiguration of space, additions, and new structures, a plan review must be completed prior to permit issuance.

11. How long does it take to review plans for commercial construction?

For new construction, the minimum review time is 3 weeks. Depending on the complexity, reviews for alterations, changes of occupancy, or additions generally take between 1 and 3 weeks.

12. How should I prepare for an inspection?

• Complete the work prior to inspection to avoid automatic reinspection correction.
• Reviewed (stamped) plans must be available on site.
• Have all necessary provisions in place to grant access to buildings or portions thereof.

13. Does the City need to inspect work requiring special inspections? What is a special inspection?

Special inspections are additional inspections by individuals with specific education, experience, and certifications in portions of construction, such as concrete. Special inspections are not a substitute for but are required in addition to building department inspection. Special inspections are required by the Washington State Building Code depending on the nature of work involved.
